Arrest warrant issued vs Bong Revilla over links to Bulacan ghost project
The Sandiganbayan Third Division has issued an arrest warrant and hold departure order against former senator Bong Revilla Jr. and six former officials of the Department of Public Works and Highways - Bulacan 1st District Engineering Office, who are facing malversation and graft charges.
The former senator and the officials—ex-Assistant District Engineer Brice Hernandez, engineers Jaypee Mendoza, Arjay Domasig, and Emelita Juat, accountant Juanito Mendoza, and cashier Christina Pineda—were linked to a P92.8 million ghost flood control project.
Their malversation of public funds through falsification of public documents case is non-bailable, according to a Philippine STAR report.
Sandiganbayan Third Division clerk of court Atty. Dennis Pulma also told the STAR that the arrest warrant and HDO have been transmitted to law enforcement agencies for immediate implementation.
On Jan. 16, Assistant Ombudsman Mico Clavano said that Revilla and his co-accused allegedly conspired to facilitate the release of approximately P76 million for the supposed construction of a flood control project in Puroc V, Barangay Bonsuran, Pandi, Bulacan.
Based on the office's investigation, the project was never implemented despite the respondents declaring it completed.
The cases against Revilla and the six officials were raffled off by the Sandiganbayan on Monday afternoon.
On Sept. 25, 2025, the actor-turned-politician was named by former DPWH undersecretary Roberto Bernardo as among those who allegedly received kickbacks from flood control projects.
Revilla denied these allegations, saying he's an "easy target being used to muddle the truth."
He has yet to issue a statement on the arrest warrant. (with reports from Elizabeth Marcelo)
