Graft charges filed against Bong Revilla, DPWH officials in Bulacan ghost project issue

Former Senator Bong Revilla Jr. and six officials from the Department of Public Works and Highways - Bulacan 1st District Engineering Office are facing malversation and graft charges following an Ombudsman investigation into a ghost P92.8 million flood control project.

Assistant Ombudsman Mico Clavano on Friday said that the respondents "conspired to facilitate the release of approximately P76 million for the supposed construction of a flood control project in Puroc V, Barangay Bonsuran, Pandi, Bulacan. He said that based on the investigation, the project was never implemented.

“Despite the absence of any actual construction, the respondents declared the project completed,” Clavano said.

The charges stem from findings that the respondents misrepresented project progress through falsified reports and the issuance of fraudulent billing and disbursement documents.

An urgent motion was also filed seeking a special case raffle, alongside requests for immediate warrants of arrest and hold-departure orders for Revilla and his co-accused assistant district engineer Brice Hernandez, Construction Section chief Jaypee Mendoza, engineers Arjay Domasig and Emelita Juat, accountant Juanito Mendoza, and cashier Christina Pineda.

According to Clavano, no bail was recommended for the malversation through falsification case.

On Sept. 25, 2025, the actor-turned-politician was named by former DPWH undersecretary Roberto Bernardo as among those who allegedly received kickbacks from flood control projects.

Revilla has since denied these allegations, saying, "Ang naratibo na pilit nilang ikinakasa laban sa akin ay hindi lamang kasinungalingan, ito’y sadyang 'di kapani-paniwala."

"I am an easy target being used to muddle the truth, but the truth will always come out," he added.

The Office of the Ombudsman filed graft and malversation cases against Co as well as several officials of the DPWH and Sunwest Inc. on Nov. 18 in connection with anomalies in a P289 million flood control project in Oriental Mindoro. The charges involved malversation of public funds through the falsification of public documents, violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act, and a co-violation of Section 3(h) of RA 3019.
