Discayas will no longer cooperate with the ICI—Hosaka
Independent Commission for Infrastructure executive director Atty. Brian Hosaka said that contractor couple Pacifico “Curlee” and Cezarah “Sarah” Discaya will no longer cooperate with the probe into the alleged anomalous flood control projects.
In an interview with reporters on Wednesday, Hosaka said that during the ICI hearing, the Discayas invoked their right against self-incrimination.
"They will no longer cooperate with the investigation with the ICI,” he said. "They explained that they were thinking that when they cooperate before the ICI, they will be getting a favorable recommendation from the commission as state witness[es]."
According to Hosaka, the couple cited ICI member Rogelio "Babes" Singson's recent interview with Karen Davila on her vlog, where he stated they were not being considered as state witnesses.
"They said that there was a statement by Commissioner Singson regarding his own personal take na as of now, he sees no witness or no person who may be recommended by the commission as a state witness. However, I believe—and I saw the interview—that he qualified that as his own and not by the commission. So, because of that, they are now saying that they will no longer appear before the commission and cooperate," Hosaka told the press.
On Monday, Singson said he opposes turning those implicated in the anomalous flood control projects into state witnesses.
"No way. They're not the least guilty. They are not. They are principal players," he told Davila.
"Nakinabang na 'yang mga yan. Tama na. Galit na ang mga tao dahil sa kanila tapos bibigyan mo ng state protection to be able to get away from further cases and enjoy from benefits of their anomalous practice, wag naman," he continued.
The Discaya couple is currently being investigated for their alleged involvement in the controversial flood control projects. Sarah claimed during a Senate Blue Ribbon Committee hearing that they're no longer part of the companies that have projects with the Department of Public Works and Highways.
