LIST: DOH hospitals covered by 'zero balance billing'
President Ferdinand "Bongbong" Marcos Jr., in his fourth State of the Nation Address, said Department of Health hospitals will have "zero balance billing."
“Uulitin ko, wala nang kailangan bayaran ang pasyente basta sa DOH hospital dahil bayad na po ang bill ninyo," the president said.
Under the zero balance billing scheme, Marcos announced that basic accommodations in DOH hospitals will be free of charge. As defined in Republic Act No. 11223, also known as the Universal Healthcare Law, basic accommodation refers to regular meals, a bed in a shared room, fan ventilation, and shared toilets and bathrooms.
"'Pag ikaw ay nagpa-admit sa basic accommodation, wala ka nang babayaran," DOH Secretary Ted Herbosa said in a post-SONA discussion.
Herbosa also said that 40 DOH hospitals offering basic accommodations, or wards, are now air-conditioned.
To avail of a DOH hospital's services and zero balance billing program, Filipinos must "state [their] request that [they] want to be admitted under the basic accommodation or in the ward section," Health Assec. Albert Domingo said in an interview with DZRH.
Domingo also pointed out that a patient who wants a private room with amenities won't be eligible for zero balance billing. The law defines amenities as features providing "comfort or convenience, such as private accommodation, air conditioning, telephone, television, and choice of meals, among others."
Where is 'zero balance billing' implemented?
DOH said that the zero balance billing will be available at 87 hospitals under the agency.
Of the 87 DOH hospitals, the four government-owned and controlled corporation (GOCC) hospitals won't be included yet, Domingo told PhilSTAR L!fe. These are the Lung Center of the Philippines, National Kidney and Transplant Institute, Philippine Children’s Medical Center, and Philippine Heart Center.
"These four GOCC hospitals are affiliated with the DOH but not directly owned by it," he said.
"At these four GOCC hospitals, the zero balance billing policy may be already available, but it is expected to be uniformly implemented soon."
Herbosa also explained to the media that the four GOCC hospitals aren't covered by the scheme for now, as these have more private rooms.
"Kasi 'yung GOCC, they earn income and it subsidizes the ward accommodation," Herbosa said.
He noted, however, that these hospitals also offer benefit packages that don't require payments.
